Enhanced Connectivity and Sectoral Cooperation

  • Sectoral cooperation has been strengthened across different areas, and connectivity enhanced. An important milestone in the ASEAN air transport cooperation is the realisation of open skies for the ASEAN market in April 2016 with the full ratification of the ASEAN open skies agreements, namely Multilateral Agreement on Air Services (MAAS), Multilateral Agreement on the Full Liberalisation of Passenger Air Services (MAFLPAS) and Multilateral Agreement on the Full Liberalisation of Air Freight Services (MAFLAFS); and the signing of the ASEAN Framework Agreement on the Facilitation of Cross-Border Transport of Passengers by Road Vehicles (CBTP) in 2017, key documents on sustainable transport have also been adopted.
  • On energy and minerals, ASEAN met its regional energy intensity reduction target of 20% by 2020 in 2018 (2 years ahead of schedule). ASEAN has also developed the regional policy and roadmap for Minimum Energy Performance Standards (MEPS)., Another key development is the ongoing multilateral electricity trade among Lao PDR, Thailand, and Malaysia, which started in 2018. It is the region’s first multilateral electricity trade. On minerals, the ASEAN Minerals Awards was launched in 2017 to recognise best practices in sustainable minerals development.
  • On tourism, ASEAN has developed the ASEAN Tourism Professional Registration system (ATPRS) and toolkits, ASEAN Tourism Marketing Strategy (ATMS), ASEAN Declaration on Cruise Tourism.
